Who is eligible for Pac-12 expansion?

The Pac-12, currently sitting at 2 members, announced this week that they will be adding four teams from the Mountain West.  They still need to find at least two more members to be eligible to be a conference, so there is more expansion coming.

Oregon State and Washington State will welcome Boise State, San Diego State, Fresno State, and Colorado State.

It appears that a requirement of the new Pac-12 is that members must be a "State" school.  So, who is eligible to be part of the new Pac-12?

Starting with current G5 teams west of the Mississippi:
-New Mexico State (Conference USA)
-San Jose State (Mountain West)
-Utah State (Mountain West)
-Texas State (Sun Belt)
-Arkansas State (Sun Belt)

And G5 teams on the other side of the Mississippi:
-Jacksonville State (Conference USA)
-Ball State (MAC)
-Kent State (MAC)
-App State (Sun Belt)
-Georgia State (Sun Belt)

If they want to pull any teams up from the FCS level closer to the West Coast:
-Weber State (Big Sky)
-Montana State (Big Sky)
-Idaho State (Big Sky)
-Sacramento State (Big Sky)
-Portland State (Big Sky)
-Southeast Missouri State (Big South)
-North Dakota State (Missouri Valley)
-South Dakota State (Missouri Valley)
-Missouri State (Missouri Valley)
-Tarleton State (United Athletic)

FCS teams closer to the East Coast:
-Tennessee State (Big South)
-Delaware State (MEAC)
-Morgan State (MEAC)
-Norfolk State (MEAC)
-Illinois State (Missouri Valley)
-Indiana State (Missouri Valley)
-Murray State (Missouri Valley)
-Youngstown State (Missouri Valley)
